Notice on Limited Opening Hours

Dear readers:

 

According to the general arrangement of the university, to satisfy teachers and students’ need for using the library during the epidemic, the library will be opened for limited hours from June 8, 2020.

 

I. Opening hours

 

From Monday to Sunday, 8:00-20:30

 

The library will be closed in the afternoon on Fridays and on national holidays (excluding the study hall).

 

II.  Instructions to readers

 

1.   To limit the number of readers inside the library, readers must make an appointment in advance. Students may make an appointments through the “Today’s Campus” APP by clicking on “Appointment for library” under the category of public services one day in advance (including the day of appointment). Teachers need no appointment.

 

2.   After successful appointment, readers may enter the library by swiping their campus card. Those who want to return books may use the self-service machine outside of the check point and need not to enter the library.

 

3.   Upon entry, readers shall take protective measures (wearing masks) and accept body temperature measurement by the security personnel. Readers shall access the library strictly following the entrance and exit guidance of the library.

 

4.   Be sure to wear masks when staying at the library. In the reading area, each desk is required to be used by at most two persons. When handling borrowing or returning procedures, each reader shall consciously maintain 1 meter spacing from other persons to avoid gathering. No food shall be carried into the library.

 

III. Other

 

For books that are expired and cannot be returned due to the epidemic, the overdue period from the break of the last term to the National Day holidays (i.e. January 11, 2020– October 8, 2020) will be exempted by the library.

 

The library will make every effort to implement epidemic prevention and control measures and guarantee that the library is opened in an orderly manner. Readers are welcome to cooperate with us in implementing all epidemic prevention and control measures. We apologize for any inconvenience.

Implementation Rules for Opening during the Outbreak of COVID-19

 

To further implement the state’s planning for preventing and controlling COVID-19, enhance the management over the Library and the Archives Center of the university during this special period, effectively prevent and control COVID-19 and guarantee life safety and physical health of readers, users and staff of the Library and the Archives Center, the Implementation Rules for Opening of the Library and the Achieves Center of Chongqing Jiaotong University during the Outbreak of COVID-19 is hereby laid down based on the actual condition in the university after the term begins and according to the Emergency Response Plan for Managing the Library and the Archives Center of Chongqing Jiaotong University during the Outbreak of COVID-19.

 

The Library and the Archives Center will be opened limitedly out of the following considerations: to effectively prevent and control the disease and to provide convenience for teachers and students to better utilize resources of the Library and the Archives Center. Strict restraints are thus implemented on the area of opening, the number of visitors and the opening hours based on ventilation conditions and necessary disinfection of these venues.

 

I.                   Opening hours

 

The libraries on Nan’an Campus and Shuangfu Campus will be opened limitedly from June 8, 2020.

 

II.  Area of opening

 

Before the epidemic is completely contained, all corridor seats and study rooms from F2 to F6 of the library on Nan’an Campus will be closed, so as to limit the number of readers to half of openable seats (i.e. 1,030 people at any time). For the library in Shuangfu Campus, the number of readers will be limited to 410 people at any time.

1.  Fill out Thesis Retrieval Registration Form.doc  as required on the home page of the library;

 

2. On working days, send the Paper Retrieval  Registration Form to the teacher with the group name card of “Literature  Retrieval – School of XXX” in the QQ group for readers (224225719) of  Chongqing Jiaotong University. Ensure that the teacher receives the retrieval  application;

 

3. Go to Office 207 of the Library to pay the fees and  receive the retrieval report with your own campus card at the appointment time  (students need to make an appointment with the “Library Appointment” system);

 
 

3.Borrowing and returning of books

 
 

Book returning: teachers and students may return books  using the self-service machines.

 

Book borrowing: students need to make an appointment  with the Library for borrowing books.

 
 

4.Seating  service

 
 

Entry: students need to make an appointment through the  “Today’s Campus” APP (only for the day of appointment or the next day) and  swipe their campus cards to enter the Library. Refer to Rules for Library Appointment for details.

1.  Log in the Thesis Submission system and carefully read the Instructions for Use;

 

2. In case of any question about submission, join the  QQ group (272819778) for academic thesis submission or call the following  teachers by telephone: Cao (62652309) and Wang (62789125).

 
 

6.Handling of graduate formalities

 
 

The library will set up a special channel for you to  handle these formalities.

 
 

Archive  service

 
 

Archive  access:

 

1. Faculty members on the job: swipe the campus card to  enter the library building on Nan’an campus;

 

2. Schoolfellows: abide by the requirements of the  university in the Notice on Closed  Management over Nan’an Campus after Class Resumption during the Epidemic  Prevention and Control Period (JDFKB [2020] No. 7). Email or call the  staff of the archives center in advance about the time and method of handling  formalities. Refer to the Guidance on  Service Management of the Archives  Center during the Epidemic Prevention and Control Period for details;

 

3. Students: make an appointment with the Library from June  8 in accordance with Rules for Library  Appointment.

 

Archiving  and handover:

 

The part-time archivist calls the staff of the Archives  Center in advance about the time of handover, who shall swipe the campus card  to enter the library building on Nan’an campus.

 

 

IV. Diversion plan for readers

 

1.   Self-service machine for book returning: readers coming to the library for returning books can use the self-service machines, so that the number of visitors entering the library will be reduced.

 

2.   Diversion guidance: diversion guidance and accesses are provided at the entrance and all main accesses to instruct readers to their destinations as quickly as possible to reduce disorderly flows in the library.

 

3.   Floor-based elevator settings: there are two public elevators available in the library building. Based on floor functions and reader flows, one elevator is used for F3, F4 and F5 and the other is for F6 and F7, so as to reduce gathering in elevators.

 

V.  Facility support and disinfection requirement

 

1.          1m marks are set at the entrance and exit and in front of the self-service machines; signs of “one desk for two readers” are attached to each reading desk.

 

2.   Disinfection soap dispensers are regularly provided at check points, reception desks, toilets, inquiry machines and self-service borrowing and returning machines and disposable paper towels are provided in the elevators.

 

3.   The entire library is disinfected every night after closure to ensure normal operation on the next day.

 

4.   To guarantee physical health and life safety of faculty members and students in the libraries and in accordance with Hygienic Specification of Central Air Conditioning Ventilation System in Public Buildings (WS394-2012) and Specification of Cleaning and Disinfecting for Central Air Conditioning Ventilation System in Public Buildings (WS/T396-2012), the central air conditioning systems of the library will not be used until the university has engaged a specialized company to define the type of air conditioning systems of the libraries and archives centers, conduct cleaning and disinfection in advance and provide hygienic inspection certificates, with daily preventive environmental disinfection, all fresh air supply, window-opened operation, return air system closure, humidification closure and other relevant measures taken.

 

VI. Instructions to readers

 

1.   Students need to log in the “Today’s Campus” APP and click on “Library Appointment” under the category of public services to make an appointment. With successful appointment, students shall swipe their campus cards to enter the library.

 

2.   Upon entry, readers shall take protective measures (wearing masks) and accept temperature measurement by security personnel. The same procedures shall be repeated when readers re-enter the library. Please enter or leave the library strictly according to the entrance and exit guidance.

 

3.   Readers inside the library must consciously accept the management by security personnel and library staff, take their seat or borrow books as quickly as possible. Readers shall not idle about inside the library after borrowing books or studying, nor shall they take off their masks, eat or gather together inside the library.

 

4.  In case of fever, cough, etc., readers must comply with relevant rules of Chongqing Jiaotong University.

 

5.   Readers violating aforesaid rules or having other disorderly behaviors will be stopped or prohibited from entering the library by the staff and security personnel.

Rules for Library Appointment

 

To reduce gathering of readers during the epidemic, the Library and the Archives Center (the University History Museum) accept online real-name appointment to limit the number of readers.

2.   Appointment is valid on the day or the next day of appointment. Please swipe your own campus card to enter the library after making an appointment. Once entering the library, the appointment cannot be cancelled;

 

3.   The cancellation of an appointment before 16:00 of the day of appointment is not deemed as noncompliance. When an appointment is made for entering the library on the same day after 16:00, the appointment can be cancelled within 1 hour and will not be deemed as noncompliance;

 

4.   You cannot make an appointment for the current day after 20:00.

 

II.  Punishment rules

 

1.   Noncompliance will be recorded once if a reader makes an appointment and does not enter the library at the appointed time.

 

2.   Readers who break the rule once will be suspended from appointment for 3 days; readers who break the rule for consecutive two times will be suspended from appointment for 7 days; readers who break the rule for consecutive three times will be suspended from appointment for 30 days.

 

3.   Previous noncompliance will be cleared upon a successful entry of card swiping.
